F3 - Console doesn't work on XP

First time out of the vault
I've tried going into the INI and changing the x and y coordinates, I've tried using the goggle mod (Have since erased it since it did nothing), and just plain hitting ~ doesn't bring up the console for me. Is there anything else I can do? I'm on v. 1.1.0.35.
 
Seems like it's been moved to the appropriate section already - guess it saved me from changing it to an embarrassing "delete" topic.

But, after all that, is there any other reason for my problem?
