I think that the game should deal with gangs a little more. In a post-nuclear world, it just seems right that if you don't find a group to be with, you'll be left in the dust. There should be areas ruled by a group and if you're in that group then you'll get underground discounts or neutral people (from your gang) to get your back if a fight breaks out, or something like that.

That brings me to another thing. I don't understand how a cop on the north side of town can hear you get in a fight in the south side of town. Why should 20 cops come after you with combat shotguns come after you if you get in a bar brawl, not even with weapons? Is it super perception? Or maybe they are superman's distant relatives? This should be fixed in Fallout 3.

Back to gangs, there should also be gang-specific equipment that you can get if you join that gang or a kill a one of their gang members. For example, a jacket with the gang name on the back or a gun upgrade developed by that gang.

They don't have to be gangs as much as just an artificial family. This is sort of the case in F1 and F2, but if a guy is blasting away at Goris, Cassidy won't let his wimpy guy wait and knock off Goris's enemy for him. In F3, this should be fixed as well.

That's it, tell me what you think.
