Falche-edited character can no longer gain perk since level 6, why?

First time out of the vault
So I, uh, created a Fallout character, then immediately used Falche to edit the character. I gave him the following perks from the very start:
More Criticals (3)
Educated (3)
Explorer
Smooth Talker (1)
Swift Learner (1)

The only perks I get through character level advancement (during gameplay) are the following:
Quick Pockets => level 3
Sharpshooter => level 6

Then I can no longer gain more perks ever since. I didn't gain perk at level 9, didn't gain perk at level 12, and didn't gain perk at level 15 either. Is that normal? Have I reached the maximum perks allowable? :confused:

I really want the Sniper perk, but it seems the only way for me to gain more perk is by using Falche again. However, certain perk doesn't work "out of the box" when added by character editor. For example, Giving my character More Criticals perk doesn't automatically increase my critical chance; I have to manually add the critical chance using the said editor. That's different from getting the said perk naturally, where the game engine automatically adds the proper critical chance percentage when one gets the perk.

How about the Sniper perk? If I added it using character editor, should I also manually edit my critical chance to 100% (I have 10 luck), or will the game automatically detect the existence of the perk and apply the critical chance bonus during combat?

Anyway, here's my stats (also edited using Falche):
Strength: 6
Perception: 8
Endurance: 5
Charisma: 9
Intelligence: 8
Agility: 8
Luck: 10

In FO1, if you have seven or more different perks, the "choose perk" window won't appear any more. Guess it's yet another hardcoded stuff in the game.
As for Sniper perk, you don't need to edit your critical chance manually.

And yup, Falche also handles it correctly: you cannot have more than seven distinct perks even with the editor.
