Fallout 1 - Fix one problem, cause another

Okay, Fallout 1 from GOG.com runs fine as is on my Windows 7 64-bit laptop. However, I wanted the High Resolution so I downloaded the patch. The problem is, anything above the default resolution makes the mouse and all animations in the game lag and go really slow. I've been searching the internet for the last few days and can't find a solution except to remove the ddraw.dll file. This fixes the lag and allows me to run the game at a higher resolution just fine, but also causes the color/black screen issue where your mouse removes the black.

What should I do? I've also tried updating to the newest patch 1.3 and it doesn't help.
 
As far as I know, ddraw.dll and HiRes patcher are not related in any way. Your best bet would be checking your ddraw.ini settings to see if [Graphics]Mode is set to 0 (I figured that you have sfall installed). Other choice would be uninstalling HiRes patch and trying to experiment with Graphics settings (not recommended, though).

You've said that the game runs slowly in any resolution other than native. But if it does run well in native one, why not stick with it?

If all else fails, there is always fo1_screen_refresh
 
I don't have sfall, not sure what that is. And if I wanted to run the game in its original resolution, why on Earth why I download the hi res patch?
 
Ddraw.dll in GOG version is some very special analog either of Sfall or of Screen Refresh. May be even a special build of Sfall. It was responsible for fixing blackout issue.

Hi-Res patch allows to select desired resolution. If you want the default then just switch to 640x480. What is more important, switching Hi-Res patch to 16-bit colors usually helps to get rid of your case of blackouts without any additional efforts. Just try it.
 
The game won't run at all in 16 bit unless I remove ddraw but if I do that half of the screen stays solid black instead of having the color/refresh problem.

I can run the game just fine without the hi res patch but I'm certain there's got to be a way to run it with hi res and avoid both slowdown AND color/refresh issues. Removing ddraw makes the game run at full speed at any resolution but brings back the color problem. It's not really the colors that are the issue it's the black screen.
