Fallout 1 graphics problems

Hi, I've just joined. I just bought Fallout on steam, i have been having problems with the graphics, the graphics are a rainbow colour, i have tried all sorts! I have installed the High res pack but when i turn it to 16 bit in the console and then i turn it off and on but the screen goes black and i can't see anything but i can hear music in the background. If i press FN+F10 to mute my laptop it appears but i can't move the mouse properly but i can still press stuff but the Mute symbol flickers on my laptop. I have a Windows 7 64 bit OS system and its a brand new laptop.

I can't download DirectDraw from anywhere. So do you have any other piece of advice to give me ?
