Fallout 2: After beating the game

First time out of the vault
Okay, so I've just beat the game and blew up the Oil Rig. I got the ending and Arroyo flourished apparently. I went back to Arroyo, and the village bridge is still destroyed? And how come I can still go back to the Oil Rig? Is this normal?
 
The changes in the ending slideshow don't actually take effect in game.
 
except for at vault city and new reno. might have to check per's guide just to be sure.
 
In the Fallout bible Avellone says it was never really planned to include the "Do you want to keep playing after the endgame" because it doesn't really make sense. He annoyed the others so long that they allowed him to do some minor changes for it (Reno, Vault City etc). I don't get how you can seriously expect that the entire wasteland changes for little to no effect in a game mode that wasn't really intended from the start.

Sorry, didn't know. This was my first time beating the game. :D
