Fallout 2 characters not appearing simultaneously

I've been meaning to ask that for a long time.
There are people in the game (addicts in The Den or merchants in Modoc come to mind) who are not appearing simultaneously.
My question is:
Was it supposed to be like that or maybe it's just that some maps don't allow such large number of critters to appear on one map at the same time ? Could it be changed ?

Aren't those just the same ones that wander about randomly?

Yes, but i was wondering if there's a way to "force" them to appear all at one time.
I am a compulsory thief and i don't like to re-enter map several times just to grab their stuff.
