Fallout 2 Crashes when I try to start the car

I have both items that are needed to get the car to work and improve the mileage and went back to the Den and gave Smitty the parts. When I click on the trunk I can put stuff into it without any problems. However, when I click on the actual body of the car, I hear the sound of an engine starting then the game crashes with a "program error" in Windows 2000 (it gives a kernel32 error in Windows ME).
I tried loading back my previous saved game and working back there in case the saved game had the problem but the game still crashed.
Another thing is that when I put the CD in and the autoplay screen comes up, it does not give me the option to pay or uninstall the game even though the game is obviously installed.
I am using Windows 2000 Professional on a P4 1.5ghz processor, with 256 MB of RDRAM. I have direct x version 9.0a and installed the latest patch (the one of interplay's website". My graphics card is NVIDIA Geforce 2 Ultra and I have a sound blaster live sound card.
I also have Windows ME installed on my system and I run into the same problems when I try to run fallout 2 there. I have uninstalled and reinstalled the game using various installation sizes and have not been able to fix the problem. I emailed interplay tech support and was given instructions about changing some CDROM settings in Windows ME, but that did not help at all. I hope I didn't write too much but I wanted to to give as much info as possible so I can get this problems solved and so I can continue playing this great game
