[Fallout 2] Do NPCs with crushed temple ever get up?

NPC got critically hit and "his temple got crushed". Now, I used Stimpaks to heal his hp and Doctor to uncripple his limbs but he still won't get up. I tried changing maps or waiting a month but it doesn't help...

Usually when NPCs get improperly flagged as lying down (e.g. if you leave a map as they're unconscious), it fixes itself next time you're in combat. Not sure what else it could be. In theory if that's an instant death crit message, you could be the victim of a 0-damage kill bug and the NPC is improperly flagged as dead, but it's hard to say without more details.
