Fallout 2 final battle question

First time out of the vault
I suspect you've all heard this one before. I'm at the fight with Horrigan. I go to the computer, and use the president's key. "That does nothing." I check the guide; apparently you need intelligence of a certain level? What am I supposed to do here? My intelligence is 5, and I have no access to drugs or a save file before the reactor control panel is destroyed. Is the ANYTHING I can do here?
 
You need to use the computer, not use the Presidential Access Key on it. Then you'll get the options, one of which will be the counter-emergency measures. You can use it if you've got the Key in your inventory by then.
 
I used the computer, it just tells me the same messages that all the other ones do; last time, it said fallout 2 was on the screen, another time it said I see my own reflection, etc.
 
Hm, some of the whitecoats may carry them. Or there might be some on the maze level in the lockers on the right, or in the labs to the right on the detention level.
 
I checked all of the whitecoats on the levels I can get to. To my knowledge, I can't get back to the maze once I've started the timer. I had a couple saves from before I blew up the terminal, but I accidentally saved over them.
I'm surprised this hasn't happened to the majority of people playing the game. I never noticed any hints that I would need a high intelligence to beat the final boss along the way; what happens to all the int 5 people with no drugs?
 
They have big guns and lots of stimpacks.

You don't need to have the turrets on your side to win. They don't do much damage to power armor unless they get a critical, and if you stay on the right side of the room you'll be out of range of most of them. Convincing the guards to fight Horrigan will help quite a bit. If you get truly desperate, download a savegame editor (see the files section) and increase your intelligence/science skill.
