Fallout 2 Frank Horrigan

Not sure what you mean by BEST. It's probably easier at 21 or 24 since you've picked up more and better perks. But it should certainly be possible before that with the right equipment and help. You can also defeat him at level 13 if you don't necessarily want a fair fight.
 
Best as in when the fight is easy. I would rather power level then fight him rather than go in and spend hours trying to kill him.
