Fallout 2 fullscreen help

I'm sorry if this has been covered before, but I couldn't find anything for it by searching (it's probably been done under a topic called "hlp plz!!!!!1" or some shit like that...).

Anyway, I'm running FO2 - Humongous installation - on my laptop - P4 3.00 w/HT, WinXP Home SP2, 512 RAM, ATI Mobility Radeon 9600 w/128 MB DDR, DirectX 9.0c (I think, might be 9.0a), and screen set to 1280x800 (widescreen). Oh, and Killap's patch on top of 1.02 (for the sake of thoroughness).

The problem is that Fallout runs at it's regular pixel size (640x400 or maybe 800x600) in the middle of an otherwise black, 1280x800 screen. I'm looking to stretch the picture out to fullscreen (or maybe not quite full, a little black on either side of the screen would prevent the widescreen 15, so the characters wouldn't look fat). Anyway, I've tried reducing the resolution of Windows, but instead of running fat-pixel Windows, my computer is running Windows the same way as FO2, in the middle of a black screen (stays this way after restarting, too). Any ideas to stretch FO2 out so I can play without straining my eyes all the time? Any help would be appreciated.
