Hello! I want to install this mod

However, the folders that are supposed to be in the game dir is absent. I have only two folders in my game dir (sounds and data) and all other files are outside the dir. How can I install this or any other mod to my game? (I'm very familier with FO3/NV modding but this is something I can't figure out)
