Fallout 2 gog + unofficial patch + 1080p patch = slowdown by up to 20 fps

First time out of the vault
It goes from 60 fps down to the 30s and the gameplay is just generally sluggish.

My system:
gtx 970
i5 2500k
8 gb ram
 
Try switching to DX 9 mode in HR patch and set your frequency to 60 Hz.
f2_res.ini:
GRAPHICS_MODE=2
REFRESH_RATE=60
 
did all of those things and no improvements at all. If I switch to basic mode the fps does seem better, but FRAPS doesn't work in basic mode.
 
Also how do I download sfall? If I click download on this link it never actually downloads anything:

(for some reason it won't let me post the link to the download but it's from the sourceforge page)

I press download from direct link or download from another mirror but neither of them actually download anything?
