Fallout 2 Graphics Mode Problems

So I recently tried to play Fallout 2 again and I've come across a problem that wasn't present before. The mouse movement in Fallout 2 is extremely sluggish and non responsive. The main problem, I believe, is that Fallout 2 is telling me it's stuck in graphics mode 0, basic mode, instead of mode 2, using directx 9. I have fallout 1 working perfectly on my system and that's the only major difference I can spot, besides the versions of sfall installed on each of them. I've changed the graphics modes numerous times in all the .ini files installed in the gog release of the game but I've had no luck in solving the problem. Any help or insight would be greatly appreciated. I'm running on windows 10 64bit.

I noticed the sluggish mouse too, but what I did was set 2x scaling to off.

Edit : Nope thats not it. It looks like if you are in windowed mode, the mouse moves at the same speed as your desktop mouse which is probably slower and less responsive.

What i did was use full screen 640x480 and the mouse works normally.
