Fallout 2 Horrigan bug

First time out of the vault
When i'm fighting horrigan i can't use my presedential key to access security, turrets and use them against him.

Is it a bug? I have tried everything and even playing the whole oil rig part from start without touching the computers but it didn't help.

I have Restoration project patch 2.1.2b by the way
