Fallout 2 How to add inventory image FRMs?

Well someone suggested Photoshop would be one way to do it, but it ain't in my price range to buy it. Does anyone have any other ways to add in inventory image FRMs without photoshop?

I use Paint.NET and GIMP for my FRM edits. I did ask someone with Photoshop for help once.

Okay. I'm doing this for a large scale weapons mod. Do you use editor or any other software to associate the FRM with a pro file?

FrameAnimator will let you turn .BMPs into .FRMs. You will then need to edit the .lst file in order to point to the correct .FRM in the item's .PRO file.
