Fallout 2: I need tanker fuel, Per's guide not helping me

First time out of the vault
I have 1 intelligence. I've long since killed everyone in san francisco (and every other npc ive encountered in the game thus far, for that matter).

And now I'm finding that I need tanker fuel to progress further. What do I do?
 
If i remember correctly, you get the fuel from the shi, if you've killed every npc that can give you the fuel, i think you can still hack the shi computer(s?) to get it, but, with 1 int, and i'm guessing therefore no science skill at all, you'll have to raise those two.
