Fallout 2 Map Editor Draw Order

Does anyone know how to send objects to the front and back in the fallout 2 map editor?

I'm fixing the maps for the high resolution patch and one of the biggest problems are the bridge maps. All you get is a whole surrounded by black squares when playing at high res. Now, I expanded the map and I'm expanding the lenght of the cliff as well so it reaches from one end of the screen to the other at 1680x150.

My problem is that when I star expanding the cliff, the wall textures for the cliff are always in front of everything else. This is a problem because the textures used for the top part of the cliff always end up being covered up by the wall textures.

Does anyone know how to set the draw order? I just need to be able to bring some textures to the foreground and send some to the background.

As it stands I need to add rocks and vegetation to cover up problematic spots.
 
Once you have placed a scenery object on the map (or wish to edit one already there), select it and choose edit from the bottom toolbar.

Go to flags and you will see two options: "flat" and "no block" These are the flags you will want to mess with.
 
Open the map editor and click "open" to see all maps.
