Fallout 2 Mouse lag/freeze and Keyboard input problem

When I get to the menu of the game, there would be very bad mouse lag where the mouse cursor is a lot slower than usual like I had low framerate and then the cursor would stop moving. I could start a new game by pressing "N", but after multiple button presses the game wouldn't register the presses anymore. I have tried on a fresh install and a version that is patched by the unofficial patch and the restoration project

You shouldn't use both of those at the same time. It should say so in the instructions. Not sure if that's the problem, but in any case you should have posted in the mod forum.
