Fallout 2 - NCR Bug?

First time out of the vault
I decided to have a shot at some good ol' Fallout 2 and actually finish it this time. :P

So, I get all the way to Vault 15, kill all the baddies including the main boss, and I get the parts that are required for the NCR quest. I also read the computer that tells me of Feargus' betrayal. I head back and talk to the president girl and complete the quest, as well as telling her about Feargus. She tells me to collect my rewards from her assistant.

I do so, and level up twice. Everything is going fine so far.

Here is where it got interesting - when I try to walk out of the presidential building - the guards in and around the area begin to attack me, for absolutely no reason, even though my standing with the NCR is 'liked'. I dunno if this has anything to do with it - but as I am walking out to be attacked by the guards the 'Feargus' NPC is beside me but does not engage me. He simply walks away.

I assumed this was a bug so I decided to install the unofficial patch by Killap and see if I could get the saved games to work. I make a backup with all my saves, of course, and go ahead and install the patch. I enter the game, and as expected, couldn't run my saves, so I say to hell with it, and uninstall the unofficial patch.

Now even after I have restored the game to its unpatched self, my saves will not load. I have tried to uninstall and reinstall the game, but my saves still will not run.

Anyone have an idea on how I can get my save to work? I've grown attached to my PC and really do NOT want to start a new one.

EDIT:

Ok, I found out why this was happening. Turns out that uninstalling Killap's patch reverts the game to it's original 1.0 unpatched version, which was incompatible with my saves. All I had to do was re-update to the latest official patch.

The guards outside the building continue to attack me, though :?
 
Are you, or any NPCs (if you have them) walking around with weapons drawn? The guards will attack if you do.
 
Nope, don't have any followers with me, and my 'weapon' slot is on a stimpack. If it matters, the guards attack both me and Feargus. Perhaps he is about to attack me, and since he is affiliated to the NCR I get attacked by the guards as well?

I have a save from back to Vault 15. This time I'll complete the quest without ratting out Feargus and see if that changes anything..

OK, that worked. I can now leave without being attacked. Interesting, I wonder why I was being attacked before.
 
Too few local variables allocated? It could perhaps explain why I've never been able to locate a cause for the NCR evil cops bug in any of the scripts.
 
Delayed reaction? I have had the same problem before. You did something earlier that set them off, but you left before they were able to react, then you came back.

Out of curiosity, did you at any point attempt to rummage through the lockers found in the police station?

I had suspected local var overwriting as a cause when I was looking through the game fixing bugs, but I never could find anything suspicious.

I had a look at that sccop script and I really can't see anything wrong with the local vars, no overlapping vars.
If anything it would be Global var 438 - NCR GEN FLAG.
My trial global search program expired so I can't check who and what have anything to do with that. I've seen the values 0, 294912 and 393216, whatever that means.

But my guess is also a delayed reaction. On a test, the check armed sequence got stuck and the police just kept warning me repeatedly without ever attacking, so I saved and loaded and got attacked instantly.
 
I don't remember looking through the lockers at the police station. I went in, talked to all the NPC's and left. The same thing happened to me again coming out of the doctor's house. Guards just started attacking me all of a sudden. Loading to an earlier save fixed this.

Perhaps it's something screwy with my copy of the game? I'm running it on Vista.
