Fallout 2 NCR "Camera" and Sniping

I recently got to NCR again (haven't played in awhile) and now I'm experiencing a problem that bother me before.

Has anyone noticed it's really difficult to move the camera around? You sometimes have to go up, then right, then down just to get it in the position you want. Is there anyway to fix or work around this? I'm pretty sure its just an in-game thing and not a bug I'm experiencing.

And, on that note, whenever I snipe with say, the Hunting Rifle, the camera always stops at a point, similar to NCR. The problem is, other NPC baddies can hit me from "off screen." Once again, is there any way around this or anything I can do to fix it?

This just has to do with how the game stops you from seeing parts of the map that have no tiles or scenery on them. Since these maps are very big, they need to put scroll blockers to hide the edges of the map. Someone said you can scroll further with higher PE, but I don't think I've verified this.
 
Scroll blockers simply prevent the camera from moving beyond them. In the normal resolution 640x480 there shouldn’t be any problems, but if you use the high resolution mod then you will face some issues. This mod uses numbers to decide the camera boundaries, not scroll blockers and on certain maps the player will be able to see beyond the natural boundary and see the unfinished edges on the maps. The RP will help with this because many of the smaller maps have been boxed in a black field (it’s not perfect – but looks better than the broken edges), but if you want to avoid these issues play the game at the original resolution.
