Fallout 2 questions

I am replaying after awhile and am wondering a couple of things-

(1) the Bridgekeeper- Isn't he always above Modoc? I know that trader Willy is up there, but I thought the Bridgekeeper was too. Does luck matter?

(2) Where did you get lockpick tools early in the game?

(3) How many of the guns magazines are out there if you go from Arroyo to Vault City direct (No detours to Reno, etc.)

1) I've met the bridgekeeper in a different location every time I played the game. He's not exclusive to the area north of Modoc.

1) As Wooz says, the Bridgekeeper can be anywhere. The first (or second) time I played he was right outside Arroyo (between Arroyo & Klamath IIRC)
2) I think you can buy them from Buckners in Klamath

I think that you can meet the bridgekeeper just in a moutainous terrain. BTW I almost always encountered him somewhere around Modoc.
