Fallout 2 - small question about perks

First time out of the vault
Most perks have requirements like, ie ST8, AG8 [Slayer]. What if I have 7 ST, but i wear power armor? It counts? Or - drugs. If I would use buffout just before lvl up?

I know this works, because I usually use that trick to get Toughness at level 3.
I'm such a cheater :oops:
 
It's to late, I already started game with ST8, to be safe... but thanks, this knowledge may be helpful next time. ;)

Btw: Neverhood - best game ever!
