Fallout 2 Swift Learner and Here and Now Perk.. question

Hopefully someone knows... I'd like to to know if Swift Learner has a level cap of 20... I read that Fallout 3's Swift learner has a level cap of 20 and even heard once... but not sure that Fallout 1 and 2 both Swift Learner has a Level cap of 20 aswell... is this true?

Also about Here and now...Does "here and now" perk give you exactly the amount of experience points to level you up... or give you a certain amount, I read that in Fallout 3..." here and now" gives you more then 1 level's worth of experience points so... Im wondering if in Fallout 2 if it's like that?

Yes I know a lot of people think Swift Learner and Here and Now are bad perks so yeah I read several threads on why people think it is so no need to tell me unless it's an original point.

There's no cap to Swift Learner itself. In Fo1 the level cap is still 21, but I don't think you'd ordinarily get there anyway unless you grind deathclaws or something. In Fo2 the level cap is effectively gone.

Here and now gives you exactly what you need to get to the next level.
