Fallout 2 - Tanker Captain - Unable to Progress

First time out of the vault
I'm in San Francisco trying to interact with the captain of the tanker, who tells me to "help one of my friends, then talk to me." The guy with the spleen is dead, because I joined the Hubologists and couldn't help him in time, and I've already saved the other guy's girlfriend from below deck (he was murdered during a cutscene shortly after), yet the captain still tells me to help his friends before talking to him. Am I missing something?
 
You don't have to talk to him to progress, just check the computer near him and the related quests will be in your Pipboy.
