Ok, I have some problems with Fallout 2 (what I will list here also happens in Fallout 1, but won't go off topic).

When I start up Fallout 2, I encounter problems. The first place and most persistent (where they always happen) is in the intro movie. But at an exact point in the intro movie. In the intro movie, when the Louie Armstrong song is playing, right between where it pans into the Vault intercom/PA System thats playing the Louis Armstrong song to where it moves to the screen that shows that "Leaving The Vault!" movie. It is right here that I first encounter these problems. However, this isn't the only place I encounter them. In any of the Fallout cinematics (movies) they show up, and at random points in the game (kinda often).

You wondering what problem?

Well:

The first thing that happens, is that the computer goes from nearly-silent/hardly making any noise to really loud. Like its struggling to run. Also when I put my hand by the vent, a lot of hot air comes out, and fast.
The second thing that happens is lag. Major lag. Everything lags, the entire game, and the mouse. It gets really, really annoying when I'm in a fight and it does this.
Then finally, seconds after the computer getting loud, and the lag, a buzzing noise comes through the speakers. It sounds like a computer-esque buzzing noise, or a more computer-like white noise sound. The original sound of the game (music and sound effects) plays to, but very slowly (this to lagging), on top of the computer's buzzing sound.

I have used the search bar to try to find out wtf. I researched on Google to.

The first thing that came up (and frequently) on my searches was removing the high res patch. People would complain of their game lagging, though they wouldn't complain about a buzzing noise or their computer running loudly. Then people on the forum would tell them to delete/remove their High Res Patch. I've tried this. No dice.

Second, people said to try re-installing the game. I've tried this. Doesn't work. I have even tried to re-install it and run it patch free.

Third, people said to try to clean up your computer. I've ran disk optimizers/defragmenters, my anti-virus Malware-bytes Anti-bytes and have deleted a few things I didn't use. This free'd up a little space, however I already had a ton of space free to begin with. I haven't even touched a quarter of my 900 GB of space (794 GB free of 904).

Also (fourth), people said to make sure there was nothing running in the background. I made sure absolutely nothing was running and even deleted a few background apps that don't show up on the main Task Managers screen (apps that weren't vital to keep the PC running).

Fifth, people have said to try to run it in a lower compatibility mode. I've tried to run it in Windows 95 and Windows 98 compatibility mode. Neither work.

Sixth, people said to take apart your computer and dust/clean it. I can't do this since I'm using a laptop and don't know how to open it up, since its not as simple as just unscrewing the back to your tower.

I'm using a Windows 8, HP with an Intel Core i7. My computer is way beyond the recommendations for running Fallout.

Could it be the fact its my Windows 8. It used to run fine with my Windows 7, and I'm pretty sure I have even ran it just fine on this system to (though I can't be 100% sure, but I know other people are running it just fine on their Windows 8's.)

I should also point out that I have Fallout on disc. Its from the Fallout: Classic Collection. I didn't get it from GOG or Steam, but have it on disc, and I don't need the disc to play it so we can't blame it on the disc (though I have tried playing it with the disc in the system to see if it made a difference. The disc is purely for installation purposes however).

So...

Short of rebooting my entire system, I have no idea what the hell to do. Any ideas?
 
Sounds like the game is running at 85,000,000 FPS causing system to overheat and lose stability.

Try Dxtory.

Google Dxtory. DL, install, Run the program, click the advanced tab (green circuit board) and check "limit video FPS" and input a desired FPS. Run FO, alt-tab out. If FO is displayed in the "profile" box at the top of the Dxtory window, it has been recognized by Dxtory and should work. Don't close Dxtory, just leave it on in the backround or minimized.

That's what I told some dude to do with FO:T but he said it didn't work. I know DXtory works for FO2 though, at least on Vista64.
 
I don't know if there have been major updates since that was posted, but there is no "profile" box. When I run Fallout 2 it doesn't show up anywhere on the program either.
