First time out of the vault
I recently got a Galaxy GeForce 210 graphics card so i could run other games on my computer, before i inserted this FO2 worked fine, afterwards however i started the game and once it gets to the credits before Game start interface it gets real bright colors and freezes. I run windows 7 32bit. what's going on? anyone know how to fix this?

That certainly is weird, did you try to play other games with your new card, did they work fine?
Which version of Fallout 2 are you running, any mods?

You could always try the usual:

-check your drivers, perhaps you have some leftover files from your previous card conflicting with your new hardware
-validate the game if you are using the Steam "version" of F2
-reinstall Fallout (delete everything from the folder except maybe your savegames)
-...

Try running in compatibility mode. Mine was doing the same thing until I ran it like that. Definitely update your drivers too, and try a clean install like Painless said.
