I'm not a game expert and I dont work with game development.
Tho I'm a game addict and play almost every space second I can, when it comes to Fallout 3...
I'd rellay like to follow the gap between FO1 and FO2 eg, FO3 will be 80 years AFTER FO2.
This way some of the toxic waste will have been cleard.
some what healthy trees and maybe even a small infrastructure will begun to be built in the world.
but I think thats where most liking ends.
Beginning in FO3 you start out by loading your FO2 player, there by FO3 knows what you did, and also knows how things went for different places. you will also be rated Pornstare if you where one in FO2, tho these ratings will only be avaible in history books found around the world (since your FO2 char is dead by now)
Playing FO3, well I'm not to set up the entire game but I can give you a idea of what I'd like, You start as a child (fast growing little radiated bastard) in a basement where some raiders saves you from some aliens (who just killed you father and hes travel party, .. um what they doing in a basement ?)
well its a basement in a old house (with whole in walls and roof) so the basement was the best place to spend the night .. (or so they thought), anyway after dark you hear a weird sound (this supposed to be a intro movie) you try to wake your father or some of the group members but the day in the waste got to them.
hidding somewhere (behind something cant think of anything right now) you see these alien creaps burst thru the walls making a bloodbatch killing your father and the group members.
The screams wakes a group of raiders that knew what was living in the basement (and for that reason made camp up in the house), they rush down and make a stand and notice 'you' who they save only to lose one man to those creapy aliens.
They lost one man and need someone to do hes work, your nice and handy to do it. being a young kid (teenager maybe) you still have the possibility to do a lot of hard work. a few years later with the raiders you deside to leave they equipt you with a cheap leather jacket and a knife. (not to lose to much cash on you) and from there you start to play, (dont go back to the raiders unless you have 500c to pay for the equipment you got from them) ...

FO3 'needs' to be 3D tho may 'not' be "shoot'em'up".
Interacting with both enviorment and a bit more advanced AI then used in FO1/2 will be needed.
So if i attack a person who isnt popular in a city people might not care or even watch me kill him (or get my ass whopped).
And if I attack someone popular people will act agressivly, or if they are weak they run away. I'f they have a rifle/sniper they take cover and try to shoot me down, and if they are equipted with a gun o knife the charge.
Adding several different actions to the AI will give the game a totaly different angle.
and the AI wont know of things it hasnt been informed of, so you can go to a desert school and kill lots of children if no one survives then no one knows its you who did it, tho be warned people will be suspecting you so keep your mouth shut.
Also Real-time battle is a must, no more waiting.
When it comes to civlizations there was some in FO1/2 but in FO3 I'd love to see more of them and the citys should be somewhat bigger with wast areas that has not yet been cleared (tho some of them will be during time IF the situation end positiv for the current town) eg if you kill the mayor you will be hated/loved for it depending on the mayor rating, tho losing their leader might put the town in state of emergency where raiders loot what they can utill order is restored.
such a thing will be a hard blow on the town in question thereby pushing the developing of wast areas furthur into the future.
Guns and such, finding a nice (working) gun 80 years after they where rather rare already (compared to how many there was BEFORE the nuclear war), so you might need to find two or three guns and pay someone who has a good knowledge in guns/rifles/rocketlaunchers and so on.
Sure I got a Rocket Launcher realy cool. but I dont have the firing controller chip .. damn.
someone was talking about wooden ships, well I'd really dont think so, theres TONS of metal crap in everytown and gas will make it possible to weild small ships, sailing in a wodden ship is 'not' advisable since radiation didnt just mutate creatures on land, how about a great white with the size of a blue wale ... ?
anyone every played GTA3 ? well one of those islands is about the size I'd want towns to be in FO3, the map in FO3 is rather ok, since it will be a pain to actually WALK 16miles in game (that sux) so moving on a map from town to town in accelerated time mode is ok by me.
so how do I interact with NPC's, anyone played Kingpin ? it realy sux, the FO2 box is a exelent idea, tho I dont require a movie a soundclip is a 'must' not one single 'text-only' (unless I'm working with a computer of likewise that 'cannot' speak)
oopps, I'm out of time here well anyway please send me a message about what you think of this, the 80 year thing is what gives FO3 most chanses of having new things (stuff looted from aliens in trade) also do they have a base in earth now then ? ...
