I doubt it, Fallout 3 has been on preorder for many years at some online stores.They really don't know more than we do, but I do think that Fallout 3 is getting started soon.
That would mean that they've started the planning stage on it, so I don't expect to see Fallout 3 until late next year, but nothing is announced so I could be wrong too.
