Fallout Accomodation Access (How to Get)

I wanted to ask if anyone knows how i can get access to the locked shack in Megaton and also the Suite in Tenpenny Towers as i am starting the game over again and it would be so much easier to store items,as and when it becomes necessary.

its the reward if for the quest big trouble in big town.

if u choose to save bigtown u will get the house in bigtown, if u choose to destroy it u'll get the suite in tenpenny tower.
