How about making Fallout 3 a prequel to fallout 1 and 2. Before you ban me and flame me, hear me out.
Fallout is set in a post-apocalyptic world where we never see a flourishung crop or green pasture, so where do the people inhabiting this rather grim wasteland find the time to create large ammount of GOOD QUALITY ammunition? They should all be hunting for their next meal and a cup of non-iradiated water.
You could say that the world we see in Fallout is a fairly tamed one, with its people just beginning to claw back towards civilised ways, but I feel that being in a wasteland without unending supplies of stims ot ammo would be much more fun, so atleast one Fallout game (in my humble opinion) should be set before the origional fallout. Id love to see a totally un-tamed wasteland, a place where somthing as simple as a shotgun shell is rare, and the people you meet are poor and desperate.
I feel that this could add a whole new kind of play to the Fallout games, because in a world where you would be forced to use home made weapons instead of firearms, the ability to sneak, steal, scrounge and kill silently would be paramount.
As for a story line for this pre-Fallout Fallout game, how about the main charachter is cast as the sole remaining survivor of his town, who sets out to find the rest of his familly or to seek new shelter (perhaps the food suply in his fallout shelter is running low?). Anyway, along the way ofcourse he helps a lot of people and learns of a place where no bombs fell (or somthing) which is still a green and firtile land, ofcourse he has some kind of problem, perhaps the way to this mythical land is blocked by a large raider force (which you have to get past, either by talking, fighting, sneaking or joining them).
There are a million plots that could take place in this world, but what I think is important is that your charachter isnt just cruising through the wastes, but etching his way through them with his blood sweat and tears.
Oh yeah, and ofcourse this Fallout game needs a tacky title, and "Tactics" has been used already, so how about "Fallout: Apocalypse"
