can be done if the designers think through it carefully
also, Fallout China may be inappropriate for next sequel, but can be an interesting secondary sequel, like we can still have Fallout 4 sets in America, but whatever immediately comes after Fallout 4 sets in China, or Canada, etc
now, hear this, when there is a splinter faction of Chinese remnants in post-apocalyptic America (Shi of San Fran), then why we can't have a bunch of American remnants in nuclear ravaged China???
U.S. had deployed plenty troops in T51b power armor before the bombs fell, certainly there must be someones left over in China mainland
a lot people say that could destroy the atmosphere of Fallout franchise, NOT NECESSARILY: we can still have the retro-futuristic atmosphere by borrowing the 1950s Chinese communist cultural elements, just imaging all of those retro Chinese posters in Operation Anchorage
a Chinese setting will also allow us to see all kinds of new critters, new kinds of raiders, factions, etc. After Fallout 1 & 2 & Tactics & BoS & Fallout 3 & New Vegas, we are really running out of color and ideas!!! people want see new things beside Enclave, BoS, Caesar's Legion and NCR
after all, we can even have the protagonist to face plenty awesome moral dilemmas,
For example, just an example, let's say, whoever dominates the post-apocalyptic China now wish to re-launch few nuclear bombs on U.S. mainland, as a long forgotten revenge for what Chinese had suffered in last 200 years, and our American decedent protagonist must choose either side with U.S., which himself has no memorable connection with at all, except his long forgotten ancestors were originated there, or, he can side with Chinese aggressors who have been his friends since his childhood, or maybe a 3rd route, etc etc etc
