Solution that I found
Firstly, I found that the icons worked on the weblink but mine was much faster to load. However, only the significantly sized download for Fallout2 actually installed the game without me going the extra mile and it still has a couple of graphics issues that I've seen reported elsewhere too.
Another key point I should mention is that I have the 1-disc PC-DVD version, but hopefully that's the version you have.
Okay, first, open the 'Computer' panel of Windows Explorer with the disc inserted and you should an icon to access the disc's files as you would a regular folder. Right click on this and select 'Explore' and you're treated to the entire selection. Key points are the folders named "Fallout" & "Fallout2" and the file "setup.exe".
Click on the latter of these three and the setup and install for Fallout: Tactics should start and following the instructions from there should install the game. You can either play the game right away or not start and continue installing the other games
Now, click on the folder "Fallout" and within you'll find the file "SETUP.exe", ignore it! You'll notice two files that have the radioactive hazard symbol as an icon, click on the one labelled "Fallout_Setup FRENCH & SPANISH.exe". This will install the game Fallout after a brief pause since the file is very big and you get the instant option of choosing the language English.
When you're ready, return to the initial disc file menu and select the folder "Fallout 2" and simply click on "SETUP.EXE", but give it a moment since it's also a very large file.
I hope this works for you and anyone else as it did for me in essence. Like I said, the weblink download of the setup.exe for Fallout 2 worked for me. And I did copy for the entire disc to a folder on my drive before carrying out the Fallout: Tactics install and selecting that games setup.exe in the drive file. However, I did then delete those copied files and installed Fallout in the way described above.
