fallout II encounters problem

I know about the computers being too fast and generating no encounters and the encounter fix which I used before. However, I just recently had to restore my laptop and wiped everything. But, now I'm having a problem with having TOO MANY encounters. anyone know a way to fix that? it's so bad that I can't leave the same square without being hit with another encounter..

Something you can try: Unpack the file worldmap.txt from master.dat with some dat unpacker from the file section, and place it in fallout2/data/data. Open it and lower the frequency percentages at the top to... something. Run the game and see if anything's different. Experiment or tweak if necessary.
