Fallout Patch 1.3.5 ENG TeamX download link: wrong version?

First time out of the vault
So I'm going to replay Fallout again after losing all my saved games back in 2012. Apparently time has changed; for example, the latest TeamX 1.3 patch is now version 1.3.5. Alas, the NMA download link here links to version 1.3.3 despite its description. My NPC mod, on the other hand, is version 3.5, and according to Fallout Mods Wiki, Fallout NPC mod 3.5 requires TeamX 1.3.5 patch.

Is NPC mod 3.5 safe to use with TeamX 1.3 patch? And if it's not, where could I find the real TeamX 1.3.5 patch? Many thanks.

.. my Fallout 1 version is now a GoG version, so I guess I won't need 1.2 first, will I?
It looks like there was censored version 1.1 (without children) distributed on GoG. Make a clean install, check the readme file and if your game is 1.1 or below, install TeamX semi-official patch 1.2 first.

Also, just a side question: is Fallout NPC mod compatible with Ian & Tycho Critters mod?

You see, whenever the party goes to combat, the characters speak strange, unreadable lines instead of the usual "battle cries". Something like this:

Ýòî áûëà òâîÿ áîëüøàÿ îøèáêà!

Not only that, but the PIP Boy also suffers from the same problem.

Then I took a peek into the 1.3.5 patch downloaded from the TeamX website (instead of NWA website), and I found these following files inside the \DATA\TEXT\english\game\ directory:
COMBATAI.MSG
PIPBOY.MSG
SCRNAME.MSG

Despite the directory's name "english", all the three files contains such unreadable characters. How do I get the correct English version?
 
Are you sure you downloaded correct patches?
For English version, all you need are:
Fallout v.1.2.1 universal patch (eng) - fallup-1.2.1-EN-RC.rar
Fallout v.1.3 patch (eng) - fallup13.rar

Now I just realized: I downloaded the fallup13_1C instead. I guess C stands for cyrillic characters, no wonder all the texts are jumbled.

By the way, how much different is fallup13 and fallup13_1C? Would copying all the .MSG files from the English fallup13 be enough? Or should I reinstall everything?
