Based on the map's look ,the FO4's spin off will take place most likely in L.A Boneyard,or SF(San Francisco).

Just look at it

FO3 had a river,FONV had one big river to but more mountains.Almost same landscape.

Very much predictable.
 
San Francisco. The trip through Kellogg's mind showed the Golden Gate Bridge. He was apparently working for the Shi, as a mercenary.

It's the only connection we have to anything in the West Coast, so there's that.
