Fallout Tactics - custom mission option do anything?

I tried the "custom mission" option in Fallout Tactics, and was surprised to see that rather than just being for loading custom missions downloaded off the internet, it appeared to actually already include some missions... they looked like they were multiplayer missions, that could be playing against the computer in singleplayer, a bit like C&C Red Alert's skirmish mode.

But, for teams and players the options were just "auto-select", and when I tried to launch a mission I ended up with the standard in-game interface at the bottom of the screen, but the landscape was a blank black screen, and no character was selected.

I tried going into "multiplayer" and creating a custom character, and then in custom mission choosing "allow custom custom characters", but there was still no way for me to choose a character to play as. Am I right in thinking this game feature is broken? Or only does anything if you have downloaded mods?
 
It does, If you know how to work the editor you can create your own missions. You use that to play them, or like custom campaign. Create your own campaign and play through there.

Me ive been making a mission where you hold out against waves of robots, and you must wait until a BOS convoy arrives. its hard but im working on it.

So yes it does do something.
