Check out UO and EverQuest, AC, etc.
Those are MMORPG games. The story and RPG content of those is utter shit, completely. In UO, it's playing a tailor, endlessly clicking on sequential items to make a shirt, in which you sell. A Ben Stein 'wow' there. The battle also becomes dry after the hundredth fight, and after 2 years of playing it, I should know. It truly sucks.
Now try to put in a good story, and also NPC depth in it. Not possible. Look into the old threads on the General Board on this topic, because it does get nasty because people verbally masturbate about it, and don't think how the game would turn to shit. Everyone would try to be the mass-murderer, etc...and it would just be another sociopathic setting like any other MMORPG game. There would be no sparse societies or groups like in Fallout, it would just be like ripping a couple of guilds in UO and putting them in a retrotech/post-apocalyptic setting, and having them fight.
Aside from about .1% of the UO population interested in the possiblity of role-playing, and the rest intent on killing anything that moves, what makes you think that FOOL (FallOut OnLine) would be any different?
To insist on turning a good RPG into MMORPG would be a very stupid and contrary idea to the origins of the game.
Sorry for ranting, but this is a very sensitive subject here, and people don't bother to think about HOW things would be done before verbally masturbating all over in a bout of nonsensical spittle.
