Im starting to think that fast shot is simply too good to pass up. You cant do aimed shots with burst weapons anyway, and burst weapons are extremely powerful. The -1 ap makes a massive difference in the early game since you can fire two shots a turn with most weapons like the 10mm pistol instead of just one, and the early game is also where you dont have enough guns skill to make aimed shots reliably. With one level of action boy, you can fire 3 shots with the magnum revolver a turn, with two, you can fire 3 and reload with the speed loader.
With aimed shots, I tend to try to reach 125% guns asap so that i can do aimed shots reliably, but that means wasting guns magazines. With fast shot, I can just level up guns to 91% or so via magazines alone since you dont need to go for aimed shots.
