i was thinking, maybe we should brainstorm on ways to fix perks that well arent great.

take for example here and now, which is basically useless, but maybe we could come up with ways to fix it, or fix other perks that worked in fallout 1/2 but don't work now, for example small framed.

in fallout 2 i always took this trait but here carrying stuff is so much more important, it's disadvantages outweight the advantages.

	Eye on the Prize : Nearby Containers that are not empty are highlighted for you, even if they're hidden from view
	Survivalist : Eating fresh meat restores more health than normal
	Cautious Nature : Hostile creatures and Enemies are less likely to notice your movements
	Death Sense : Nearby traps (excluding hostile mines!) are highlighted for you, even if theyr'e hidden from view

	Light Step : Never set off an enemy's traps or landmines accidently
	Sharpshooter : Chance to hit with a firearm in VATS is increased

	Firewalker : +50% to Fire Resistance
	Survivor : Your Arms & Legs are twice as resistant to being crippled than normal
	Arsonist : Fires you set last much, much longer
	Mutate! : Select an additional Trait, or remove an existing Trait
	Pin Down : Attacks against a crippled leg will briefly immobilize the target
	Bluff Master : Failed Speech checks can be repeated

	Intense Training : Gain +1 in any statistic, 3 Ranks
	Action Boy (Girl) : Your Action Points regenerate much faster
	Living Anatomy : Heal a lot more health with Stimpaks & Deal extra damage to Organic foes

	Butcher : When attacking a crippled torso with Melee Weapons, you deal significantly more damage than normal

Wow nice perks and a lot more usefull
U could add some perk to unblock computers , perk for heavy guns skill points and for small arms and energy weapons dmg( like for heavy weapon) :)
 
Gah, you stole my firewalker perk. Of course, mine is a tiny bit different. Headhunter seems way weak for a level 22 perk. And I'd suggest moving silent running up to level 6 where it belongs.
 
I've added one along a similar idea to my mod (which isn't out yet). It gives you increased DR while moving, so you don't get torn up as much on the run up to the enemy.

I think the bonus is way too high. You would only need 55 points in speech, since it is very very easy to hold a neutral level and having a neutral karma has no penalties at all. if you want to recruit npcs you can lower/increase your karma very fast, once recruted they won't leave you if you have neutral level. no other penaltie due to karma. so this is a huge advantage.
 
good stuff but some seem pointless for example here and now, animal friend the dialogue stuff (basing off the current working of it), swift learner
 
I'd really like to see the perks truly replace the old traits. We could make more powerful perks, but they'd come with downsides as well. Customizing your character would be much more meaningful.

And WTF is with Entomologist? Which developer sat down, thought for a moment, and decided that want fallout gamers love doing is killing radscorpions?
