Fisherman and his son...uhh yeah.

Is there anything to get in the Fisherman encounter? (You can get it by strolling along the west coast with a high luck)
Or is it a reference to something?

If I remember correctly from looking at the script you were supposed to be able to ask the fisherman for supplies and get some minor stuff. There is at least one remnant of this, I quote from my guide: "IN<4: The fisherman will give you a Rad-X if your karma is *lower* than 30."
