Killians Magic Keys

The Keys that you can buy at Killian's General Store in Junktown. Do they actually serve a puropse? I think they may open the jail or maybe Killian's safe, but i haven't tried either of these. If anyone knows for sure, i'd appreciate the info.

Why would Killian be selling the keys to his safe or the jail in the store? :)
