[FO1] Luck, Explorer perk and the special encounters

i'm currently playing with a luck 2 character (after Chuck already), and I was wondering how exactly the chance to find special encounters in FO1 works. Is there some info about it in the code?

Because I've been travelling over the world map for year in-game already, without finding a single one. By how much does the Explorer perk increase chances?

Not sure, but most special encounters have a minimum luck needed to be found.
I think that the overturned truck needed a Luck of 8 or so.
