FO1 - Perks Editor (getting more than the normal limit)

Hi all. I was wondering if anyone knows of an editor that would let me add as many perks as I want to my character in Fallout 1.
The Falche2 editor does this fine for FO2, but the editor for the first game only lets me get 6 perks in total (or was it 5?).
Anyway, does anyone happen to know of an editor that will let me add more perks? Or any other way of editing my character?

Get youself 6 or 7 perks with Falche, then you can gain more as you progress in levels normally.

I would frequently give myself the Friendly Foe Perk (hell, it comes free in Fallout 2), thus ending up with 8 Perks in late game.

Alternatively, I think you can get more levelled perks (e.g. Strong Back or Action Boy) than the normal 7 (levelled Perks count as one in this purpose in the editor)

No, I was trying to do such.

First off, I have v1.2.
I've got the White Label Fallout collection.

Anyway, I've tried different approaches...
Levelling first then editing, editing then levelling... whatever I try, I can't get more than the "legal" amount of perks.

If I give myself the perks, then level up, it doesn't give me any new ones as I level.

So I was hoping that someone might know a way.
I remember cheating for it way back when. But that was years ago, after I'd beaten the game about 20 times, I had done a "uber runthrough" giving myself everything. I wanted to do that again, but now it doesn't seem to work.
