I think I got the Pip Boy. What the hell does it look like? and where is it located in my arsenal?

You get the pip boy at the very beginning of the game and it isn't an item, you just have it. Look at the right side of the screen. You'll see a button marked PIP. Click on it and you can use your pip boy.
