Small problem at the vault

I know about the small "uprising" in Vault 13 after I return because I have played the game before, however I can't get it to work this time. I have talked to everyone on the 2nd floor and they don't talk about being upset and I have waited around 7:00 p.m. on the second floor when the meeting is supposed to start and there is nothing going on then either. Is there something that I am missing, or is it possible that, since I sent the water caravan to the vault and there are more than 150 days left, they are just not upset yet?

Maybe your Charisma isn't high enough? Or maybe you just got lucky last time.
