Well I could give a verbatem reply from the text that is given when you examine the object, I'm not, however, as unless your hands are crippled you can easily acheive this miracle for yourself.
As to actually activating the device... well the use of, well, 'use' comes to mind.

now, now. there's no reason to be rude. It's just that it has never helped me in a noticable way. It does not increase your sneak skill while active, and people seem to notice me just as usual.

Well as you should know, just like any other skill sucessful use is not always 100%. The stealth boy increases your sneaking potential but it doesn't mean you can't be noticed.
