Water Thief

Who is the water thief in Vault 13?
I have a high Charisma and Speech skill, and have tried talking to everyone, but no options to ask about it or accuse anyone come up.
Is this maybe another one of those disabled quests?

The chip produces unlimited water so why steal it?
