Where can I find tycho?

I have played the game multiple times. And I have gotten every NPC except Tycho. Someone said he is in Junktown, but where...I need specifics. I am really baffled with this one. I can only go to three areas in Junktown, is that my problem, is there a fourth or fifth area? HELP!

You can find Tycho in the bar in Junktown.

Tycho is in the bar, who Neal is running.
You can get him as an NPC, if you have promised Killian to wipe Gizmo out...

...You will meet him, and get a good convasition. Talk to him and again, and recruit him.

(I'll think you'll get 300 exp.)

He's the bald guy in leather armour in the bar. If look at him it will say he's wearing a gasmask and trenchcoat (that would look cool think ill dress like that in RL see how long it takes to get arrested )

but only in the evening!
